Responding to neighborhood complaints about visual noise, how do you make a signal tower located adjacent to a busy freeway disappear into the sky scape?

​

By taking digital photographs of the tower under different weather conditions and times of day, photoshop allowed a study of the light reflective value and the RGB calibrations on the site. Colors selected diminished the visual impact of the tower.
